on the dev branch the bot jobs are triggering documentation builds. filter the jobs so this doesn't occur.

issue to be closed as the docs have to be built for every ci job so that gitlab-ci fetch of latest job artifacts work. if docs don't exist in last ran pipeline then the dependent projects that need the docs can't fetch them.
