Delete Branch "feat-itil-runbook"

Create a new template for ITIL Runbooks.
Thought will need to be placed into the
itilmetadata dictionary so as to determine the layout of the form and a dynamic page for building up all of the runbooks./cc @jasonpage.tas

@jasonpage.tas I'm about to merge this MR. on completion of the pipeline you will notice in the ITIL repo that the pipelines from this project are linked as it triggers them. you should also receive notifications from @nfc_bot that an MR is created. You won't have to do anything as the bot will do the complete update and management of that mr and updating of the website-template git sub-module.
